The Khmer Movement for Democracy (KMD) has been closely monitoring the case of the Kampong Speu Provincial Court, which on August 6, 2025, sentenced Mr. Sok Sunnareth to four years in prison for alleged illegal possession of narcotics. Mr. Sok Sunnareth is a retired military officer and the father of Mr. Sorn Dara, a prominent Cambodian opposition activist living in exile. His arrest came after Mr. Hun Sen publicly threatened to remove him from his position if his son continued to criticize the regime.

KMD notes with deep concern that this sentencing took place while Cambodian soldiers are risking their lives to defend the nation’s territorial integrity along the Cambodian–Thai border. To punish a retired officer who dedicated most of his life to protecting the homeland at such a critical time is not only unjust—it undermines the morale of those still serving on the front lines.

It is widely recognized that Cambodia’s current leaders have long weaponized the justice system to silence political opponents, human rights defenders, environmental activists, union leaders, land rights advocates, and anyone who has opposing views/opinions. Inside Cambodia, dissent is now impossible: opposition parties are banned, independent media outlets shuttered or expelled, and basic freedoms crushed. For many Cambodians, the only remaining space to speak truth is abroad. The false charges and fabricated narratives that resulted in the unjust punishment of Mr. Sok Sunnareth, father of Mr. Sorn Dara, represent a deliberate form of transnational repressions perpetrated by the current Cambodian regime, aimed at silencing and intimidating overseas Cambodians who cherish democracy and voice concerns over the nation’s political, economic, and social conditions. This regime is sending a chilling message to overseas Cambodians: the more boldly you criticize the current government, the greater the risk of harm to your family members back home.

KMD urgently calls for the following measures:

1. The Royal Government of Cambodia must immediate and unconditional release of Mr. Sok Sunnarethand all political prisoners and prisoners of conscience to demonstrate genuine goodwill toward national unity—especially at a time when the Cambodian nation faces threats along its border with Thailand.
2. The Royal Government of Cambodia must put an end to the persecution of all individuals with opposing views/opinions and their family members, both inside Cambodia and abroad.
3. Concrete actions from the United Nations, major powers (especially the United States), ASEAN, and the international community to help improve Cambodia’s political, human rights, economic, and social conditions, and to ensure the independence of its judicial system in Cambodia.

KMD firmly believes that the sentencing of Mr. Sok Sunnareth is not an act of justice, but a politically orchestrated move intended to destroy freedoms and instill fear among those who demand democracy. We call on all Cambodians, both inside and outside the country, to unite in demanding justice in Cambodia. KMD believes that there can be no democracy without justice, and no genuine freedom without justice.

“ការកាត់ទោស លោក សុខ ស៊ុនណារ៉េត និងការរីករាលដាលនៃការសង្កត់សង្កិនផ្នែកនយោបាយនៅកម្ពុជា”

ចលនាខ្មែរដើម្បីប្រជាធិបតេយ្យ (KMD) បានតាមដានយ៉ាងយកចិត្តទុកដាក់ចំពោះករណីដែល តុលាការខេត្តកំពង់ស្ពឺ​ កាលពីថ្ងៃទី០៦ ខែសីហា ឆ្នាំ២០២៥ បានសម្រេចផ្ដន្ទាទោសលើលោក សុខ ស៊ុនណារ៉េត ឲ្យជាប់ពន្ធនាគាររយៈពេល០៤ឆ្នាំ ពាក់ព័ន្ធនឹងបទរក្សាទុកដោយខុសច្បាប់នូវសារធាតុ ញៀន។ លោក សុខ ស៊ុនណារ៉េត ជាមន្ត្រីយោធាចូលនិវត្តន៍ និងជាឪពុកបង្កើតរបស់លោក ស៊ន តារា ដែលជាសកម្មជនប្រឆាំងដ៏ល្បីល្បាញកំពុងរស់នៅក្រៅប្រទេស។ លោក​ត្រូវ​បាន​ចាប់​ខ្លួន​បន្ទាប់ពី​លោក ហ៊ុន សែន បានព្រមាន​បណ្ដេញចេញ​ពី​ក្របខណ្ឌ​ការងារ​រដ្ឋ បើ​លោក ស៊ន តារា ជាកូននៅតែបន្ត​រិះគន់ របបគ្រប់គ្រងរបស់​លោក ហ៊ុន សែន ត​ទៅ​ទៀត។

KMD កត់សម្គាល់ជាមួយនឹងការព្រួយបារម្ភថា ការសម្រេចផ្ដន្ទាទោសនេះត្រូវបានធ្វើឡើងនៅ ក្នុងពេលដែលយុទ្ធជនដ៏អង់អាចក្លាហានរបស់យើងបាននិងកំពុងបូជាសាច់ស្រស់​ឈាមស្រស់ដើម្បី ការពារបូរណភាពទឹកដីតាមបណ្ដោយព្រំដែនកម្ពុជា-ថៃ។ ដូច្នេះ ការផ្ដន្ទាទោសមន្ត្រីយោធាចូលនិវត្តន៍ មួយរូបដែលស្ទើរមួយជីវិតរបស់លោកបានចូលរួមចំណែកការពារជាតិមាតុភូមិ គឺជាការបំបាក់ស្មារតី ប្រយុទ្ធរបស់យុទ្ធជនដ៏អង់អាចក្លាហានរបស់យើងនៅក្នុងគ្រាដ៏សំខាន់នេះ។

នរណាៗក៏ដឹងដែរថា មេដឹកនាំកំពុងកាន់អំណាចបច្ចុប្បន្នតែងប្រើប្រាស់ប្រព័ន្ធយុត្តិធម៌នៅកម្ពុជា ជាឧបករណ៍នយោបាយដើម្បីបំបិទមាត់សកម្មជននយោបាយ សិទ្ធិមនុស្ស បរិស្ថាន សហជីព ដីធ្លី និង ជនទាំងឡាយណាដែលអ្នកមានទស្សនៈផ្ទុយពីខ្លួន។ ដោយសារតែនៅប្រទេសកម្ពុជា ការបញ្ចេញមតិ ជំទាស់មិនអាចធ្វើបាន គណបក្សជំទាស់ត្រូវបានហាមឃាត់ សារព័ត៌មានឯករាជ្យត្រូវបានបិទឬបណ្ដេញ ចេញ ហើយសេរីភាពជាមូលដ្ឋានត្រូវបានកម្ទេចនោះ កន្លែងសេសសល់តែមួយគត់ដើម្បីនិយាយការ ពិតគឺមានតែនៅក្រៅប្រទេសប៉ុណ្ណោះ។ ដូច្នេះ បទចោទមិនត្រឹមត្រូវ និងការប្រឌិតសាច់រឿងដែលនាំទៅ ដល់ការផ្តន្ទាទោសដ៏អយុត្តិធម៌ទៅលើលោក សុខ ស៊ុនណារ៉េត ជាឪពុកបង្កើតរបស់លោក ស៊ន តារា គឺជាកលល្បិចដ៏អាក្រក់មួយនៃការគំរាមកំហែងឆ្លងដែនដែលបង្កឡើងដោយអាជ្ញាធររដ្ឋនៃរបបគ្រប់គ្រង កម្ពុជាបច្ចុប្បន្ន ដើម្បីបំបាក់ស្មារតីពលរដ្ឋខ្មែរក្រៅស្រុកដែលស្រឡាញ់លទ្ធិប្រជាធិបតេយ្យនិងមានកង្វល់ ចំពោះស្ថានភាពនយោបាយ សេដ្ឋកិច្ច និងសង្គមដែលកំពុងកើតមានឡើងនៅប្រទេសកម្ពុជា។ របប នេះកំពុងផ្ញើសារដ៏ត្រជាក់មួយទៅកាន់ពលរដ្ឋខ្មែរក្រៅស្រុកថា៖ «បើអ្នកហ៊ានបញ្ចេញមតិរិះគន់របប គ្រប់គ្រងបច្ចុប្បន្នកាន់តែខ្លាំង សមាជិកគ្រួសាររបស់អ្នកដែលនៅក្នុងស្រុកនឹងកាន់តែរងគ្រោះ»។

ជាថ្មីម្ដងទៀត KMD សូមអំពាវនាវដ៏ទទូចឲ្យចាត់វិធានការជាបន្ទាន់ដូចខាងក្រោម៖

១.        រាជរដ្ឋាភិបាលកម្ពុជាត្រូវដោះលែងលោក សុខ ស៊ុនណារ៉េត និងអ្នកទោសនយោបាយ/ មនសិការ ទាំងអស់ក្នុងប្រទេសកម្ពុជា ជាបន្ទាន់ និងដោយគ្មានលក្ខខណ្ឌ ដើម្បីបង្ហាញអំពី សុឆន្ទៈបង្រួបបង្រួមជាតិ និងសាមគ្គីភាពក្នុងនាមខ្មែរតែមួយ ជាពិសេសក្នុងកាលៈទេសៈ ដែលប្រជាជាតិខ្មែរទាំងមូលកំពុងរួបរួមគ្នាប្រឆាំងនឹងប្រទេសថៃឈ្លានពានទឹកដី។

២.        រាជរដ្ឋាភិបាលកម្ពុជាត្រូវបញ្ឈប់ការធ្វើទុក្ខបុកម្នេញជនមានមតិ/ គំនិតជំទាស់ទាំងអស់

            ព្រមទាំងសមាជិកគ្រួសាររបស់អ្នកទាំងនោះ ទាំងនៅក្នុង និងក្រៅប្រទេស។

៣.       អង្គការសហប្រជាជាតិ មហាអំណាចនានាជាពិសេសសហរដ្ឋអាម៉េរិក សមាគមអាស៊ាន និងសហគមន៍អន្តរជាតិ គួរចាត់វិធានការ និងសកម្មភាពជាក់ស្ដែងនានាដើម្បីជួយកែលម្អ ស្ថានភាពនយោបាយ សិទ្ធិមនុស្ស សិទ្ធិសេដ្ឋកិច្ច និងសង្គម ព្រមទាំងការធានាបាននូវ ឯករាជភាពនៃប្រព័ន្ធយុត្តិធម៌នៅកម្ពុជា។

KMD យល់ឃើញយ៉ាងច្បាស់ថា ការកាត់ទោសលោក សុខ ស៊ុនណារ៉េត មិនមែនជាទង្វើ យុត្តិធម៌នោះទេ ប៉ុន្តែជាចេតនានយោបាយមួយដែលបានរៀបចំឡើងក្នុងគោលបំណងបំផ្លាញសេរីភាព និងបង្កការភ័យខ្លាចក្នុងចំណោមអ្នកទាមទារលទ្ធិប្រជាធិបតេយ្យ។ យើងសូមអំពាវនាវឲ្យប្រជាពលរដ្ឋ ខ្មែរទាំងអស់ ទាំងក្នុងនិងក្រៅប្រទេស រួបរួមគ្នាទាមទារឲ្យមានយុត្តិធម៌នៅប្រទេសកម្ពុជា។ KMD មាន ជំនឿថា គ្មានទេប្រជាធិបតេយ្យបើគ្មានយុត្តិធម៌ គ្មានទេសេរីភាពពិតប្រាកដបើគ្មានយុតិ្តធម៌។
