The Khmer Movement for Democracy (KMD) strongly condemns the brutal attack carried out by the Thai military that resulted in the death of one Cambodian civilian and injuries three others in Prey Chan Village, O’Bei Chan Commune, Ou Chrov District, Banteay Meanchey Province, on the afternoon of November 12, 2025.

This tragic incident demonstrates the ineffectiveness of the ceasefire that came into effect on July 28, 2025, and the disregard for the Joint Statement on the Peace Agreement between Cambodia and Thailand, signed by the Prime Ministers of both countries on October 26, 2025, in Kuala Lumpur, Malaysia. It also undermines the principles jointly agreed upon by both sides—to resolve all disputes through peaceful means, in accordance with international law. The Thai military’s act of aggression reveals a lack of genuine commitment to peace and a blatant disregard for civilian lives. Such actions erode public trust, violate the spirit of ASEAN cooperation, and threaten stability along the shared border between the two nations.

KMD calls upon the governments of both countries to conduct a transparent and thorough investigation, ensuring that perpetrators and those who ordered the attack are held accountable under the law. KMD further urges the reaffirmation of legal mechanisms to prevent the misuse of military force and to protect civilians. Peace will remain fragile as long as the perpetrators continue to enjoy impunity and are glorified as national heroes under extremist nationalist rhetoric.

KMD appeals to ASEAN partners and the international community to closely monitor the situation and to ensure the protection of civilians along the border areas. The Movement stands in solidarity with the victims and their families, and reaffirms that justice and humanity must be the foundation of relations between neighboring countries.

ចលនាខ្មែរដើម្បីប្រជាធិបតេយ្យ (KMD) ថ្កោលទោសយ៉ាងខ្លាំងក្លាចំពោះការបាញ់ប្រហារដោយ យោធាថៃដែលបានសម្លាប់ជនជាតិខ្មែរម្នាក់ និងរបួសបីនាក់ទៀតនៅភូមិព្រៃចាន់ ឃុំអូរបីជាន់ ស្រុក អូរជ្រៅ ខេត្តបន្ទាយមានជ័យ កាលពីរសៀលថ្ងៃទី១២ ខែវិច្ឆិកា ឆ្នាំ២០២៥នេះ។

ហេតុការណ៍ប្រកបដោយសោកនាដកម្មនេះបង្ហាញពីភាពគ្មានប្រសិទ្ធភាពនៃបទឈប់បាញ់ ដែលបានចូលជាធរមានតាំងពីថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ កន្លងទៅ និងសេចក្តីថ្លែងការណ៍រួមស្តីពី កិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ ដែលបានចុះហត្ថលេខាដោយនាយករដ្ឋមន្រ្តីនៃប្រទេសទាំង ពីរកាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ នៅទីក្រុងគួឡាឡាំពួ ប្រទេសម៉ាឡេស៊ី រួមទាំងគោលការណ៍ ដែលបានឯកភាពគ្នារវាងភាគីកម្ពុជា-ថៃ ដោយឈរលើមូលដ្ឋាននៃការដោះស្រាយរាល់បញ្ហាដោយ សន្តិវិធី និងស្របតាមច្បាប់អន្តរជាតិ។ អំពើបាញ់ប្រហារដែលធ្វើឡើងដោយយោធាថៃនេះបង្ហាញអំពី កង្វះការប្តេជ្ញាចិត្តពិតប្រាកដចំពោះសន្តិភាព និងកង្វះការគោរពចំពោះជីវិតជនស៊ីវិលដែលធ្វើឱ្យប៉ះ ពាល់ដល់ទំនុកចិត្តសាធារណៈ និងធ្វើឱ្យខូចដល់គោលការណ៍នៃកិច្ចសហប្រតិបត្តិការអាស៊ាន និង ស្ថិរភាព តាមបន្ទាត់ព្រំដែនរវាងប្រទេសទាំងពីរ។

KMD ស្នើឱ្យរដ្ឋាភិបាលនៃប្រទេសទាំងពីរត្រូវធ្វើការស៊ើបអង្កេតប្រកបដោយតម្លាភាព និងគ្រប់ ជ្រុងជ្រោយដើម្បីនាំជនល្មើស និងអ្នកបញ្ជាឱ្យទទួលខុសត្រូវចំពោះមុខច្បាប់ និងបញ្ជាក់ជាថ្មីនូវយន្តការ ច្បាប់ដើម្បីឆ្លើយតបនឹងការប្រើប្រាស់មិនត្រឹមត្រូវនៃកម្លាំងយោធា និងកិច្ចការពារជនស៊ីវិល។ សន្តិភាព នឹងនៅតែផុយស្រួយ ប្រសិនបើជនបង្កនៅបន្តរួចខ្លួន និងត្រូវបានចាត់ទុកជាវីរបុរសជាតិនៅក្រោម ទស្សនៈជាតិនិយមជ្រុលមួយ។

KMD សូមអំពាវនាវដល់ដៃគូអាស៊ាន និងសហគមន៍អន្តរជាតិឱ្យជួយតាមដានឲ្យបានដិតដល់ និងធានាការការពារជនស៊ីវិលតាមបណ្តោយព្រំដែន។ KMD ឈរជាមួយជនរងគ្រោះ និងក្រុមគ្រួសារ របស់ជនរងគ្រោះ ហើយបញ្ជាក់ជាថ្មីថា យុត្តិធម៌ និងមនុស្សធម៌ត្រូវតែជាមូលដ្ឋានគ្រឹះនៃទំនាក់ទំនង រវាងប្រទេសជិតខាង៕
