The Khmer Movement for Democracy (KMD) expresses its grave concern over the ongoing arrests of at least 23 journalists, activists, monks, trade union leaders, and factory workers, who voiced opinions on the Cambodia-Thailand border conflict over the past nine months. The use of serious charges—such as incitement and treason—alongside threats of citizenship revocation, constitutes a severe violation of freedom of expression. These actions foster a climate of fear that undermines the democratic process leading up to the 2027 national elections.

In this tense climate, we urge Cambodian authorities to immediately release all those unjustly detained and to cease using the judicial system to silence peaceful dissent. The government must ensure that all legal enforcement aligns with international human rights standards to protect the vital roles of civil society, religious leaders, and labor representatives in participating in public discourse regarding national security and public interest.

Finally, we call upon the international community to closely monitor the situation in Cambodia and join efforts to demand accountability for ongoing human rights violations. Silencing citizens cannot bring about sustainable conflict resolution; only open dialogue and respect for fundamental rights can build genuine trust and lasting social peace.

ការទាមទារឱ្យបញ្ឈប់ការរំលោភសេរីភាពបញ្ចេញមតិជុំវិញបញ្ហាព្រំដែន

ចលនាខ្មែរដើម្បីប្រជាធិបតេយ្យ (KMD) សូមសម្តែងការព្រួយបារម្ភយ៉ាងខ្លាំងចំពោះការបន្តចាប់ខ្លួនអ្នកសារព័ត៌មាន សកម្មជន ព្រះសង្ឃ មេដឹកនាំសហជីព និងកម្មកររោងចក្រ យ៉ាងតិច ២៣ នាក់ ដែលបានបញ្ចេញមតិជុំវិញជម្លោះព្រំដែន កម្ពុជា-ថៃ ក្នុងរយៈពេល ៩ ខែចុងក្រោយនេះ។ ការប្រើប្រាស់បទចោទប្រកាន់ធ្ងន់ធ្ងរដូចជាបទញុះញង់ និងបទក្បត់ជាតិ រួមទាំងការគំរាមដកសញ្ជាតិ គឺជាការរំលោភបំពានសិទ្ធិសេរីភាពបញ្ចេញមតិយ៉ាងធ្ងន់ធ្ងរ និងបង្កឱ្យមានបរិយាកាសភ័យខ្លាច ដែលប៉ះពាល់ដល់ដំណើរការប្រជាធិបតេយ្យឆ្ពោះទៅកាន់ការបោះឆ្នោតឆ្នាំ ២០២៧។

ក្នុងស្ថានភាពដ៏តានតឹងនេះ យើងទទូចដល់អាជ្ញាធរកម្ពុជាឱ្យដោះលែងអ្នកជាប់ឃុំដោយអយុត្តិធម៌ទាំងអស់ជាបន្ទាន់ និងបញ្ឈប់ការប្រើប្រាស់ប្រព័ន្ធតុលាការដើម្បីបំបិទសំឡេងរិះគន់ដោយសន្តិវិធី។ រដ្ឋាភិបាលគួរតែធានាថា ការអនុវត្តច្បាប់ទាំងឡាយត្រូវស្របតាមស្តង់ដារសិទ្ធិមនុស្សអន្តរជាតិ ដើម្បីការពារតួនាទីរបស់សង្គមស៊ីវិល ថ្នាក់ដឹកនាំសាសនា និងតំណាងកម្មករ ក្នុងការចូលរួមពិភាក្សាលើបញ្ហាសន្តិសុខជាតិ និងផលប្រយោជន៍សាធារណៈ។

ជាចុងក្រោយ យើងសូមអំពាវនាវដល់សហគមន៍អន្តរជាតិឱ្យបង្កើនការតាមដានស្ថានការណ៍នៅកម្ពុជាឱ្យបានជិតស្និទ្ធ និងចូលរួមជំរុញឱ្យមានការទទួលខុសត្រូវលើការរំលោភសិទ្ធិមនុស្សដែលកំពុងកើតមានឡើង។ ការបំបិទសំឡេងពលរដ្ឋ មិនអាចនាំមកនូវដំណោះស្រាយជម្លោះប្រកបដោយចីរភាពនោះទេ ប៉ុន្តែមានតែការបើកចំហឱ្យមានការសន្ទនា និងការគោរពសិទ្ធិមូលដ្ឋានប៉ុណ្ណោះ ទើបអាចកសាងទំនុកចិត្ត និងសន្តិភាពសង្គមពិតប្រាកដបាន៕
