The KMD unequivocally condemns the government of the Cambodian People’s Party for deploying yet another new tactic as a political chess game to deceive the public and whitewash its wrongdoings before the international community through the issuance of the May 25, 2026 Royal Decree of Pardon for Mr. Kem Sokha.

KMD views this not as an act of justice or genuine national reconciliation, but rather as a new form of oppressive strategy, based on the following key aspects:

1. Mr. Kem Sokha is an innocent man who has been guiltless from the very beginning. His past arrest, detention, and sentencing were entirely illegal acts. An innocent person does not require a ‘pardon,’ as all previous decisions by the judicial system were inherently unjust and orchestrated under political orders.

2. The charge of ‘collusion with foreigners’ was merely a political pretext to destroy the Cambodia National Rescue Party (CNRP)—the largest opposition party, which was built upon the will and support of half the Cambodian population during the 2013 and 2017 elections.

3. The decision to mitigate only the prison sentence while maintaining the ban on political activity and restricting freedom of travel abroad is merely shifting the form of detention from house arrest to political confinement. This ensures that Mr. Kem Sokha continues to be deprived of his full rights as a citizen.

Consequently, KMD strictly demands the following from the government of the Cambodian People’s Party:

1. Immediately and unconditionally restore full political rights and drop all charges against Mr. Kem Sokha.

2. Provide financial compensation and restore the honor of Mr. Kem Sokha for the severe psychological distress and violations of freedom he endured for actions he did not commit.

3. Restore the political life of the Cambodia National Rescue Party (CNRP) to ensure a balance of power and genuine liberal multi-party democracy in Cambodia.

Concurrently, KMD appeals to the governments of all democratic nations and the international community not to fall victim to the deceptive tactics of this conditional Royal Decree.

We urge the international community to continue intensifying diplomatic pressure on the Phnom Penh regime to force the restoration of genuine democracy, the unconditional release of all political prisoners and prisoners of conscience, and to demand that this regime immediately cease using the judicial and court systems as tools to serve its authoritarian ambitions.

ស្តីពី៖ ការលើកលែងទោសលោក កឹម សុខា

KMD ថ្កោលទោសយ៉ាងដាច់អហង្ការចំពោះរដ្ឋាភិបាលនៃគណបក្សប្រជាជនកម្ពុជា ដែលបាន និងកំពុងប្រើប្រាស់វិធីថ្មីមួយទៀត ធ្វើជាល្បែងអុកនយោបាយបន្លំភ្នែក និងលាងជម្រះកំហុសរបស់ខ្លួននៅចំពោះមុខអន្តរជាតិ តាមរយៈការចេញព្រះរាជក្រឹត្យលើកលែងទោស ថ្ងៃទី ២៥ ឧសភា ២០២៦ លើរូបលោក កឹម សុខា។

KMD យល់ថា នេះមិនមែនជាការផ្តល់យុត្តិធម៌ ឬការបង្រួបបង្រួមជាតិពិតប្រាកដនោះឡើយ ប៉ុន្តែវាជាយុទ្ធសាស្ត្រគាបសង្កត់ក្នុងទម្រង់ថ្មី ផ្អែកលើទិដ្ឋភាពចម្បងៗ ដូចខាងក្រោម៖

ទី១. លោក កឹម សុខា គឺជាជនបរិសុទ្ធដែលគ្មានទោសតាំងពីដំបូង។ ការចាប់ខ្លួន ការឃុំឃាំង និងការកាត់ទោសលោក កឹម សុខា កន្លងមក គឺជាអំពើខុសច្បាប់ទាំងស្រុង។ ជនបរិសុទ្ធមិនត្រូវការពាក្យថា «លើកលែងទោស» នោះឡើយ ព្រោះសេចក្តីសម្រេចទាំងឡាយរបស់ប្រព័ន្ធតុលាការតាំងពីដើមមក គឺជារឿងអយុត្តិធម៌ដែលរៀបចំឡើងដោយបង្គាប់បញ្ជានយោបាយ។

ទី២. បទចោទប្រកាន់ស្តីពី «ការសន្និដ្ឋិភាពជាមួយបរទេស» គឺជាលេសនយោបាយ ដើម្បីកម្ទេចគណបក្សសង្គ្រោះជាតិ (CNRP) ដែលជាគណបក្សប្រឆាំងដ៏ធំជាងគេ បង្កើតឡើងដោយឆន្ទៈ និងការគាំទ្រពីប្រជាពលរដ្ឋខ្មែរពាក់កណ្តាលប្រទេស កាលពីការបោះឆ្នោតឆ្នាំ ២០១៣ និង ២០១៧។

ទី៣. ការសម្រេចលើកលែងត្រឹមតែទោសពន្ធនាគារ ប៉ុន្តែនៅតែបន្តរក្សាបំរាមហាមឃាត់មិនឱ្យធ្វើសកម្មភាពនយោបាយ និងរឹតត្បិតសិទ្ធិសេរីភាពក្នុងការធ្វើដំណើរទៅក្រៅប្រទេស គឺគ្រាន់តែជាការប្តូរទម្រង់នៃការឃុំឃាំងពីក្នុងផ្ទះ មកជាការឃុំឃាំងក្នុងចំហាយនយោបាយតែប៉ុណ្ណោះ ដែលធ្វើឱ្យលោក កឹម សុខា បន្តបាត់បង់សិទ្ធិជាពលរដ្ឋពេញលេញ។

អាស្រ័យហេតុនេះ KMD ទាមទារដាច់ខាតចំពោះរដ្ឋាភិបាលគណបក្សប្រជាជនកម្ពុជា នូវចំណុចដូចតទៅ៖

ទី១. ត្រូវប្រគល់សិទ្ធិនយោបាយពេញលេញ និងទម្លាក់រាល់បទប្រកាន់ទាំងអស់លើរូបលោក កឹម សុខា ដោយគ្មានលក្ខខណ្ឌ។

ទី២. ត្រូវផ្តល់សំណងជំងឺចិត្ត និងស្តារកិត្តិយសជូនលោក កឹម សុខា ឡើងវិញ ចំពោះការរងគ្រោះផ្លូវចិត្ត និងការរំលោភបំពានសិទ្ធិសេរីភាពយ៉ាងធ្ងន់ធ្ងរដែលលោកមិនបានប្រព្រឹត្ត។

ទី៣. ត្រូវស្តារគណបក្សសង្គ្រោះជាតិ ឱ្យមានជីវិតនយោបាយឡើងវិញ ដើម្បីធានាបាននូវតុល្យភាពអំណាច និងលទ្ធិប្រជាធិបតេយ្យសេរីពហុបក្សពិតប្រាកដនៅកម្ពុជា។

ទន្ទឹមនឹងនេះ KMD សូមអំពាវនាវដល់រដ្ឋាភិបាលនៃបណ្តាប្រទេសកាន់លទ្ធិប្រជាធិបតេយ្យ និងសហគមន៍អន្តរជាតិ ទាំងអស់ មេត្តាកុំចាញ់ល្បិចកលបោកប្រាស់នៃព្រះរាជក្រឹត្យបង្កប់លក្ខខណ្ឌនេះឱ្យសោះ។ 

សូមសហគមន៍អន្តរជាតិ បន្តបង្កើនការដាក់សម្ពាធការទូតឱ្យកាន់តែខ្លាំងក្លាថែមទៀតលើរបបទីក្រុងភ្នំពេញ ដើម្បីបង្ខំឱ្យមានការស្តារឡើងវិញនូវលទ្ធិប្រជាធិបតេយ្យពិតប្រាកដ ការដោះលែងអ្នកទោសនយោបាយ និងសកម្មជនមនសិការទាំងអស់ដោយគ្មានលក្ខខណ្ឌ ព្រមទាំងទាមទារឱ្យរបបនេះបញ្ឈប់ជាបន្ទាន់នូវការប្រើប្រាស់ប្រព័ន្ធយុត្តិធម៌ និងតុលាការ ធ្វើជាឧបករណ៍បម្រើឱ្យមហិច្ឆតាអំណាចផ្តាច់ការរបស់ខ្លួន។
