The Khmer Movement for Democracy (KMD) is pleased that the Royal Government of Cambodia, through the National Bank of Cambodia (NBC), has responded promptly to resolve the issues and provide relief to Cambodian citizens affected by the Cambodia-Thailand border conflict – including families of fallen soldiers and families of disabled soldiers from the current battlefield, families of soldiers who have directly operated on the battlefield, families of displaced persons, and families of Cambodian workers repatriated from Thailand. These measures are important steps in restoring the livelihoods of Cambodian citizens who have been severely affected by the conflict.

In the context of the Cambodia-Thailand border conflict, where approximately 140,000 Cambodians have displaced and over 400,000 workers have repatriated from Thailand, KMD would like to request the Royal Government of Cambodia and all relevant institutions to consider the following key measures:

1. The Royal Government of Cambodia and relevant institutions should provide exemption from all fees and related penalties, waive interest payments, and defer principal payments for at least 6 months for both displaced people and repatriated workers who are directly affected by the border conflict.
2. The Royal Government of Cambodia and relevant institutions should implement public works programs to restore infrastructures and create employment opportunities in the affected areas. The Royal Government should encourage the private sector to provide employment to repatriated workers and displaced people. At the same time, the Royal Government should reactivate the vocational training centers in border provinces and establish a national integration fund to help support the expariated workers, and displaced peolple to obtain new job opportunities or create new businesses.
3. The Royal Government of Cambodia and relevant institutions should strengthen supervision of banking and financial institutions to prevent exploitation of the plight of Cambodian citizens, especially repatriated workers and displaced people. The Royal Government should establish and expand low-interest credit programs for rural residents and vulnerable groups. At the same time, the Royal Government should establish and expand the awareness raising of financial literacy knowledge, especially for rural communities, to help citizens manage their finances effectively.
4. A registry for national relief assistance should be established to ensure a transparent and fair process. In this regard, the National Assembly should establish a special oversight committee to ensure transparency and efficiency in the management of relief assistance and to ensure that all relief efforts are inclusive, benefiting women heads of households, people with disabilities, indigenous peoples, and other vulnerable groups.

KMD would like to express its appreciation to Cambodian politicians and citizens from all walks of life who have united their physical, mental, and financial strength in the spirit of one Cambodian people against the current Thai invasion. This is a crucial time for all of us, including political parties and politicians inside and outside the government, civil society organizations, social movements, and citizens from all walks of life, to collectively take responsibility for the future destiny of our motherland.

KMD stands ready to support the nation’s efforts to restore dignity, livelihoods, and hope for all Cambodian citizens.

ចលនាខ្មែរដើម្បីប្រជាធិបតេយ្យ (KMD) មានសេចក្ដីរីករាយនៅពេលដែលរាជរដ្ឋាភិបាលកម្ពុជា តាមរយៈធនាគារជាតិនៃកម្ពុជា (NBC) បានឆ្លើយតបទាន់ពេលវេលាក្នុងការដោះស្រាយបញ្ហា និងជួយ សង្រ្គោះប្រជាពលរដ្ឋខ្មែរដែលបានរងផលប៉ះពាល់ពីជម្លោះព្រំដែនកម្ពុជា-ថៃ រួមមាន៖ គ្រួសារយោធិន ពលី និងគ្រួសារយោធិនពិការនៅសមរភូមិបច្ចុប្បន្ន គ្រួសារយោធិនដែលបានធ្វើប្រតិបត្តិការដោយ ផ្ទាល់ក្នុងសមរភូមិប្រយុទ្ធ គ្រួសារជនភៀសសឹក និងគ្រួសារពលករខ្មែរមាតុភូមិនិវត្តន៍ពីប្រទេសថៃ។ វិធានការទាំងនេះគឺជាជំហានដ៏សំខាន់សម្រាប់ស្ដារជីវភាពរបស់បងប្អូនប្រជាពលរដ្ឋខ្មែរដែលរងផល ប៉ះពាល់យ៉ាងធ្ងន់ពីជម្លោះនេះ។

ក្នុងស្ថានការណ៍ដែលជម្លោះព្រំដែនកម្ពុជា-ថៃ ដែលមានជនភៀសសឹកខ្មែរប្រមាណ១៤ម៉ឺននាក់ ហើយពលករជាង៤០ម៉ឺននាក់បានធ្វើមាតុភូមិនិវត្តន៍ពីប្រទេសថៃ KMD សូមសំណូមពរដល់រាជរដ្ឋាភិ បាលកម្ពុជា និងស្ថាប័នពាក់ព័ន្ធទាំងអស់ មេត្តាពិចារណាទៅលើវិធានការសំខាន់ៗដូចខាងក្រោម៖

១.        រាជរដ្ឋាភិបាលកម្ពុជា និងស្ថាប័នពាក់ព័ន្ធ គួរផ្ដល់ការលើកលែងរាល់កំរៃ និងការផាកពិន័យពាក់ ព័ន្ធ លើកលែងការទូទាត់សងការប្រាក់ និងពន្យាពេលទូទាត់សងប្រាក់ដើម យ៉ាងហោចណាស់ ក៏ក្នុងរយៈពេល០៦ខែដែរ សម្រាប់ទាំងជនភៀសសឹក និងទាំងពលករមាតុភូមិនិវត្តន៍ដែលជា អ្នករងគ្រោះដោយផ្ទាល់ពីជម្លោះព្រំដែននេះផងដែរ។

២.       រាជរដ្ឋាភិបាល និងស្ថាប័នពាក់ព័ន្ធ ត្រូវចាត់ចែងដំណើរការកម្មវិធីការងារសាធារណៈនានាដើម្បី ស្ដារឡើងវិញនូវហេដ្ឋារចនាសម្ព័ន្ធ និងបង្កើតឱកាសការងារនៅតំបន់ដែលរងផលប៉ះពាល់។ រាជរដ្ឋាភិបាលគួរលើកទឹកចិត្តវិស័យឯកជន ក្នុងការផ្ដល់ការងារដល់ពលករមាតុភូមិនិវត្តន៍ និង ជនភៀសសឹក។ ទន្ទឹមនឹងនេះ រាជរដ្ឋាភិបាលគួរដាក់ឲ្យដំណើរការមជ្ឈមណ្ឌលវិជ្ជាជីវៈនៅតាម បណ្ដាខេត្តជាប់ព្រំដែន និងបង្កើតមូលនិធិសមាហរណកម្មជាតិមួយ ដើម្បីជួយគាំទ្រពលករ មាតុភូមិនិវត្តន៍ និងជនភៀសសឹកឲ្យបានទទួលឱកាសការងារថ្មី ឬអាចបង្កើតមុខរបរថ្មី។

៣.       រាជរដ្ឋាភិបាល និងស្ថាប័នពាក់ព័ន្ធ គួរពង្រឹងការត្រួតពិនិត្យទៅលើគ្រឹះស្ថានធនាគារ និងហិរញ្ញវត្ថុ ដើម្បីបង្ការការកេងប្រវ័ញ្ចលើទុក្ខវេទនារបស់ប្រជាពលរដ្ឋខ្មែរ ពិសេសពលករមាតុភូមិនិវត្តន៍ និងជនភៀសសឹក។ រាជរដ្ឋាភិបាលគួរបង្កើត និងពង្រីកកម្មវិធីឥណទានមានការប្រាក់ទាប សម្រាប់ប្រជាពលរដ្ឋជនបទ​និងក្រុមជនងាយរងគ្រោះនានា។ ទន្ទឹមនឹងនេះ រាជរដ្ឋាភិបាលក៏គួរ បង្កើត និងពង្រីកការផ្សព្វផ្សាយអំពីចំណេះដឹងស្ដីពីការគ្រប់គ្រងហិរញ្ញវត្ថុ ជាពិសេសសម្រាប់
សហគមន៍ជនបទ ដើម្បីជួយឲ្យប្រជាពលរដ្ឋចេះគ្រប់គ្រងហិរញ្ញវត្ថុរបស់ខ្លួនបានប្រកបដោយ ប្រសិទ្ធភាព។

៤.        ការចុះបញ្ជីសម្រាប់ជំនួយសង្រ្គោះថ្នាក់ជាតិគួរតែបង្កើតឡើងដើម្បីធានានូវដំណើរការមួយមាន តម្លាភាព និងយុត្តិធម៌។ ក្នុងន័យនេះ រដ្ឋសភាជាតិគួរបង្កើត គណៈកម្មការត្រួតពិនិត្យពិសេស មួយដើម្បីធានានូវតម្លាភាព និងប្រសិទ្ធភាពក្នុងការចាត់ចែងជំនួយសង្រ្គោះ និងដើម្បីធានាថា រាល់កិច្ចខិតខំផ្ដល់ជំនួយមានលក្ខណៈបរិយាប័ន្ន ដោយបានផ្ដល់ផលប្រយោជន៍ដល់ស្រ្តីជា មេគ្រួសារ ជនមានពិការភាព ជនជាតិដើមភាគតិច និងជនងាយរងគ្រោះផ្សេងៗទៀត។

KMD សូមសម្ដែងការកោតសរសើរចំពោះអ្នកនយោបាយ និងប្រជាពលរដ្ឋខ្មែរគ្រប់មជ្ឈដ្ឋាន ដែលបានរួបរួមគ្នាទាំងកម្លាំងកាយ ចិត្ត និងថវិកាក្នុងស្មារតីខ្មែរតែមួយប្រឆាំងនឹងការឈ្លានពានរបស់ ប្រទេសថៃនាពេលនេះ។ នេះគឺជាពេលវេលាដ៏សំខាន់បំផុតដែលយើងទាំងអស់គ្នា ទាំងគណបក្ស និង អ្នកនយោបាយក្នុងនិងក្រៅរដ្ឋាភិបាល អង្គការសង្គមស៊ីវិល ចលនាសង្គម និងប្រជាពលរដ្ឋគ្រប់មជ្ឈ ដ្ឋាន រួមគ្នាទទួលខុសត្រូវចំពោះជោគវាសនាអនាគតនៃមាតុភូមិយើង។

KMD ត្រៀមខ្លួនជាស្រេចក្នុងការគាំទ្រកិច្ចខិតខំប្រឹងប្រែងរបស់ជាតិដើម្បីស្ដារឡើងវិញនូវសេចក្ដី ថ្លៃថ្នូរ ជីវភាពរស់នៅ និងសេចក្ដីសង្ឃឹមសម្រាប់ប្រជាពលរដ្ឋខ្មែរគ្រប់រូប៕
