Today marks the 34th anniversary of the signing of the Paris Peace Accords—a historic milestone that promised the Cambodian people peace, democracy, human rights, and national reconciliation after decades of war and tyranny.

The Khmer Movement for Democracy solemnly commemorates this day, not only to honor the vision laid out in the Accords but also to reaffirm our commitment to its core principles: respect for human rights and fundamental freedoms, pluralist democracy, national sovereignty, and the rule of law.

KMD strongly believes that the Paris Peace Accords are still in effect and remain a living peace treaty capable of guiding Cambodia toward a democratic and sovereign future. The values and legal commitments enshrined in the Accords continue to serve as a legitimate framework for national restoration and regional stability.

Yet, thirty-four years on, the spirit of the Paris Peace Accords remains largely unfulfilled.

Cambodia today is facing a profound democratic crisis. Civic space continues to shrink, independent voices are silenced, elections lack credibility, and institutions once meant to safeguard democracy now serve to consolidate authoritarian power.

Even more alarming, Cambodia’s national sovereignty—one of the foundational principles of the Paris Peace Accords—is under serious threat. Foreign military presence, unchecked economic dependency, and opaque international agreements are eroding Cambodia’s independence and risking our nation’s long-term security and self-determination.

We also raise our grave concerns about the rise of organized cybercrime operations within Cambodia, which not only violate human rights and undermine the rule of law but also tarnish the dignity of our nation and serve as a growing source of insecurity across the region. This crisis must be addressed with transparency, accountability, and urgent international cooperation.

The Khmer Movement for Democracy believes that this anniversary must not be a mere ceremonial occasion, but a renewed call to action. It is time to restore the vision of a peaceful, democratic, and sovereign Cambodia, as guaranteed by the Paris Peace Accords.

We call on all Cambodians—both within the country and around the world—to stand together in our shared mission to rebuild A Better Cambodia:

•A Cambodia where all citizens can freely express their views and participate in national life without fear.

•A Cambodia where elections are free, fair, and reflect the will of the people.

•A Cambodia where justice is independent and accountable to the law—not to power.

•A Cambodia that is truly sovereign, where decisions about our future are made by Cambodians, for Cambodians.

•A Cambodia that upholds the values of compassion, dignity, and national unity.

We also call upon the international community, especially the signatories of the Paris Peace Accords, to recognize their ongoing moral and political responsibility to support the restoration of democracy, human rights, and sovereignty in Cambodia.

The journey ahead is difficult, but the hope of a better future is still alive. The spirit of the Paris Peace Accords must be rekindled—not as a memory of a lost promise, but as a living mission for our generation and the ones to come.

Together, we can build A Better Cambodia.

ថ្ងៃនេះគឺជាខួបអនុស្សាវរីយ៍លើកទី៣៤នៃការចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុង ប៉ារីស ជាព្រឹត្តិការណ៍ប្រវត្តិសាស្ត្រមួយដែលបានសន្យាផ្ដល់សុខសន្តិភាព លទ្ធិប្រជាធិបតេយ្យ សិទ្ធិ មនុស្ស និងការបង្រួបបង្រួមជាតិដល់ប្រជាពលរដ្ឋខ្មែរ បន្ទាប់ពីមានសង្គ្រាម និងរបបផ្តាច់ការជាច្រើន ទសវត្សរ៍មក។

ចលនាខ្មែរដើម្បីប្រជាធិបតេយ្យ (KMD) សូមរំលឹកទិវានេះយ៉ាងឱឡាឫកនៅថ្ងៃនេះ មិនត្រឹមតែ ដើម្បីគោរពទៅដល់ចក្ខុវិស័យដែលមានចែងក្នុងកិច្ចព្រមព្រៀងសន្តិភាពប៉ុណ្ណោះទេ ប៉ុន្តែក៏ដើម្បីបញ្ជាក់ ឡើងវិញផងដែរនូវការប្តេជ្ញាចិត្តរបស់យើងចំពោះគោលការណ៍ស្នូលនៃកិច្ចព្រមព្រៀងសន្តិភាពនេះ នោះគឺការគោរពសិទ្ធិមនុស្ស និងសេរីភាពជាមូលដ្ឋាន ប្រជាធិបតេយ្យសេរី ពហុបក្ស អធិបតេយ្យភាព ជាតិ និងនីតិរដ្ឋ។

KMD មានជំនឿថា កិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីសនៅតែមានសុពលភាព ហើយនៅតែជា សន្ធិសញ្ញាសន្តិភាពដ៏រស់រវើកដែលអាចដឹកនាំប្រទេសកម្ពុជាឆ្ពោះទៅអនាគតនៃលទ្ធិ ប្រជាធិបតេយ្យ និងអធិបតេយ្យភាពជាតិ។ គុណតម្លៃ និងការប្តេជ្ញាចិត្តផ្នែកគតិយុត្តដែលមានចែងក្នុងកិច្ចព្រមព្រៀង នេះបន្តបម្រើជាក្របខណ្ឌធម្មានុរូបសម្រាប់ស្តារប្រទេសជាតិឡើងវិញ និងរក្សាស្ថិរភាពក្នុងតំបន់។

យ៉ាង​ណា​ក៏​ដោយ ៣៤​ឆ្នាំកន្លងមកហើយ​ ភាគច្រើននៃស្មារតី​នៃ​កិច្ច​ព្រមព្រៀង​សន្តិភាព​ទីក្រុង​ប៉ារីស​នៅ​តែ​មិន​ទាន់​សម្រេចបាន​នៅឡើយ។

ប្រទេសកម្ពុជា​បច្ចុប្បន្ន​កំពុង​ប្រឈម​នឹង​វិបត្តិ​ប្រជាធិបតេយ្យ​យ៉ាង​ធ្ងន់មួយ។ លំហសិទ្ធិពលរដ្ឋ​កាន់តែបន្ត​រួម​តូច សំឡេង​ឯករាជ្យ​ត្រូវ​បាន​បំបាត់ ការបោះឆ្នោតត្រូវបានធ្វើឡើង​មិនគួរឲ្យជឿជាក់បាន ហើយ​ស្ថាប័ននានាដែល​បានបង្កើតឡើងដើម្បី​ការពារដំណើរការ​ប្រជាធិបតេយ្យនោះ​ ឥឡូវ​នេះត្រូវ បាននិងកំពុង​ប្រើប្រាស់​ដើម្បី​បង្រួបបង្រួម​អំណាច​ផ្តាច់ការ។

កាន់តែគួរឲ្យព្រួយបារម្ភទៀតនោះគឺអធិបតេយ្យភាពរបស់ប្រទេសកម្ពុជា ជាគោលការណ៍គ្រឹះ មួយមានចែងក្នុងកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីសកំពុងទទួលរងការគំរាមកំហែងយ៉ាងធ្ងន់។ វត្តមាន យោធាបរទេស ដំណើរការសេដ្ឋកិច្ចដែលគ្មានការត្រួតពិនិត្យត្រឹមត្រូវ និងកិច្ចព្រមព្រៀងអន្តរជាតិមិន ច្បាស់លាស់ កំពុងបំផ្លាញឯករាជភាពរបស់ប្រទេសកម្ពុជា និងបង្កហានិភ័យដ៏យូរអង្វែងដល់សន្តិសុខ ជាតិ និងសិទ្ធិស្វ័យសម្រេចរបស់ប្រជាជាតិយើង។

យើងក៏ព្រួយបារម្ភផងដែរអំពីការកើនឡើងនៃប្រតិបត្តិការឧក្រិដ្ឋកម្មតាមប្រព័ន្ធបច្ចេកវិទ្យានៅ ប្រទេសកម្ពុជា ដែលមិនត្រឹមតែរំលោភទៅលើសិទ្ធិមនុស្ស និងធ្វើឱ្យខូចដល់នីតិរដ្ឋប៉ុណ្ណោះទេ ប៉ុន្តែ ថែមទាំងធ្វើឱ្យខូចកិត្តិយសប្រទេសជាតិ និងជាប្រភពនៃអសន្តិសុខដែលកំពុងកើនឡើងនៅទូទាំង តំបន់។ វិបត្តិនេះត្រូវតែដោះស្រាយដោយតម្លាភាព គណនេយ្យភាព និងកិច្ចសហប្រតិបត្តិការអន្តរជាតិ ជាបន្ទាន់។

KMD យល់​ថា ខួបអនុស្សាវរីយ៍​នេះ​មិន​ត្រូវប្រារព្ធឡើងត្រឹមតែជាពិធីមួយនោះ​ទេ ប៉ុន្តែ​ជា​ការ​អំពាវនាវ​ជាថ្មី​ឲ្យ​មាន​សកម្មភាពជាក់ស្ដែង។ ដល់ពេលវេលាហើយដែលត្រូវស្តារឡើងវិញនូវចក្ខុវិស័យ នៃប្រទេសកម្ពុជាមួយសន្តិភាព ប្រជាធិបតេយ្យ និងអធិបតេយ្យភាព ដែលបានធានាដោយកិច្ចព្រម ព្រៀងសន្តិភាពទីក្រុងប៉ារីស។

យើងសូមអំពាវនាវដល់ប្រជាពលរដ្ឋខ្មែរទាំងអស់ ទាំងនៅក្នុងប្រទេស និងជុំវិញពិភពលោកឱ្យ ក្រោកឈរឡើងដើម្បីរួបរួមគ្នាបំពេញបេសកកម្មរួមរបស់យើង គឺការកសាងប្រទេសកម្ពុជាឡើងវិញឱ្យ កាន់តែប្រសើរឡើង ក្នុងនាមជា៖

• ប្រទេសមួយដែលប្រជាពលរដ្ឋទាំងអស់អាចបញ្ចេញទស្សនៈរបស់ខ្លួនដោយសេរីនិងចូលរួម ក្នុងជីវភាពជាតិដោយគ្មានការភ័យខ្លាច។
• ប្រទេសមួយដែលមានការបោះឆ្នោតប្រព្រឹត្តទៅដោយសេរី ត្រឹមត្រូវ និងយុត្តិធម៌ និងឆ្លុះ បញ្ចាំងនូវឆន្ទៈរបស់ប្រជាពលរដ្ឋ។
• ប្រទេសកម្ពុជាមួយដែលមានប្រព័ន្ធយុត្តិធម៌មួយឯករាជ្យ និងទទួលខុសត្រូវចំពោះច្បាប់ មិនមែនចំពោះបុគ្គលមានអំណាចនោះទេ។
• ប្រទេសមួយដែលមានអធិបតេយ្យពិតប្រាកដ ដែលការសម្រេចចិត្តអំពីអនាគតរបស់ ប្រទេសជាតិត្រូវធ្វើឡើងដោយប្រជាពលរដ្ឋខ្មែរ និងដើម្បីប្រជាពលរដ្ឋខ្មែរ។
• ប្រទេសមួយដែលលើកតម្កើងគុណតម្លៃនៃក្តីមេត្តា សេចក្តីថ្លៃថ្នូរ និងឯកភាពជាតិ។

យើងក៏សូមអំពាវនាវដល់សហគមន៍អន្តរជាតិជាពិសេសបណ្ដារដ្ឋហត្ថលេខីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីសឱ្យទទួលស្គាល់ទំនួលខុសត្រូវរបស់ខ្លួនខាងផ្នែកសីលធម៌ និងនយោបាយ ដើម្បី គាំទ្រដល់ការស្តារលទ្ធិប្រជាធិបតេយ្យ សិទ្ធិមនុស្ស និងអធិបតេយ្យភាពនៅប្រទេសកម្ពុជា។

ការ​ធ្វើ​ដំណើរឆ្ពោះ​ទៅ​មុខ​ពោរពេញដោយការ​លំបាក ប៉ុន្តែ​ក្តី​សង្ឃឹម​នៃ​អនាគត​ដ៏​ប្រសើរ​នៅ​តែ​មាន។ ស្មារតីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីសត្រូវតែរំឭកឡើងវិញ មិនមែនដើម្បីចងចាំទៅលើ ការសន្យាដែលបាត់បង់នោះទេ ប៉ុន្តែជាបេសកកម្មដ៏រស់រវើកមួយសម្រាប់មនុស្សជំនាន់នេះ និងជំនាន់ ក្រោយ។
