យើងខ្ញុំ ជាប្រជាពលរដ្ឋខ្មែរ និងអ្នកគាំទ្រប្រជាធិបតេយ្យ ដែលបានជួបជុំគ្នានៅទីក្រុងតូរ៉ុងតូ ប្រទេសកាណាដា មានការព្រួយបារម្ភយ៉ាងខ្លាំងចំពោះស្ថានភាពនយោបាយ សិទ្ធិមនុស្ស សេរីភាពសារព័ត៌មាន យុត្តិធម៌សង្គម ឧក្រិដ្ឋកម្មឆបោកតាមអនឡាញ និងជម្លោះព្រំដែនកម្ពុជា-ថៃ ដែលនៅតែផុយស្រួយ និងប៉ះពាល់ដល់អធិបតេយ្យភាពជាតិ សន្តិសុខ និងជីវភាពរបស់ប្រជាពលរដ្ឋ។
យើងស្វាគមន៍រាល់ជំហានវិជ្ជមានដែលអាចនាំទៅរកការបន្ធូរបន្ថយភាពតានតឹង និងការផ្សះផ្សាជាតិ។ ប៉ុន្តែការលើកលែងទោស ការតែងតាំងបុគ្គលណាម្នាក់ឱ្យកាន់តួនាទីក្នុងរដ្ឋាភិបាល ឬការដោះលែងបុគ្គលមួយចំនួន មិនទាន់អាចចាត់ទុកថាជាការផ្សះផ្សាជាតិពេញលេញបានទេ ខណៈសិទ្ធិនយោបាយនៅតែត្រូវបានរឹតត្បិត ហើយអ្នកទោសនយោបាយ អ្នកទោសមនសិការ អ្នកសារព័ត៌មាន និងសកម្មជនមួយចំនួន នៅតែជាប់ឃុំ ឬប្រឈមនឹងសម្ពាធផ្លូវច្បាប់។
ការផ្សះផ្សាជាតិពិតប្រាកដ មិនមែនជាការផ្តល់តួនាទីដល់បុគ្គលមួយចំនួន ឬការចរចាសម្ងាត់ដើម្បីចែករំលែកផលប្រយោជន៍នោះទេ។ វាត្រូវតែជាដំណើរការបើកចំហ ដែលមានការចូលរួមពីគ្រប់ភាគី និងធានាសិទ្ធិ សេរីភាព យុត្តិធម៌ និងសុវត្ថិភាពដល់ប្រជាពលរដ្ឋខ្មែរគ្រប់រូប។
ដោយឈរលើស្មារតីសន្តិភាព មិនសងសឹក មិនរើសអើង និងដោយដាក់ផលប្រយោជន៍ជាតិជាធំ យើងសូមអំពាវនាវឱ្យមានវិធានការជាក់ស្តែងដូចខាងក្រោម៖
១. ធានាសិទ្ធិវិលត្រឡប់មកមាតុប្រទេសដោយសុវត្ថិភាព
ធានាឱ្យអ្នកនយោបាយ សកម្មជន អ្នកការពារសិទ្ធិមនុស្ស អ្នកសារព័ត៌មាន និងប្រជាពលរដ្ឋខ្មែរដែលកំពុងរស់នៅក្រៅប្រទេស អាចវិលត្រឡប់មកកម្ពុជាវិញដោយសុវត្ថិភាព ដោយគ្មានការចាប់ខ្លួន ការគំរាមកំហែង ការសងសឹក ការរឹបអូសទ្រព្យសម្បត្តិ ឬការដកសញ្ជាតិ។
ត្រូវលុបចោលដីកាចាប់ខ្លួន បទចោទប្រកាន់ និងសាលក្រមដែលមានចរិតនយោបាយ ដើម្បីឱ្យខ្មែរគ្រប់រូបអាចរួមចំណែកកសាងប្រទេសជាតិដោយសន្តិវិធី។
២. ដោះលែងអ្នកទោសនយោបាយ ទម្លាក់ចោលបទចោទប្រកាន់ និងបញ្ចប់ការធ្វើទុក្ខបុកម្នេញដោយមូលហេតុនយោបាយ
ដោះលែងអ្នកទោសនយោបាយ និងអ្នកទោសមនសិការទាំងអស់ដោយឥតលក្ខខណ្ឌ។ ទម្លាក់ចោល និងឈប់បន្តការចោទប្រកាន់លើអ្នកនយោបាយ សកម្មជនសង្គម សកម្មជនបរិស្ថាន មេដឹកនាំសហជីព អ្នកសារព័ត៌មាន និងប្រជាពលរដ្ឋដែលប្រើសិទ្ធិរបស់ខ្លួនដោយសន្តិវិធី។
ស្តារសិទ្ធិនយោបាយ សិទ្ធិធ្វើដំណើរ និងសិទ្ធិចូលរួមក្នុងជីវិតសាធារណៈរបស់ពួកគេឱ្យបានពេញលេញ។
៣. កែទម្រង់ប្រព័ន្ធ និងច្បាប់បោះឆ្នោត ដើម្បីធានាការបោះឆ្នោតដោយសេរី ត្រឹមត្រូវ និងយុត្តិធម៌
ធានាឯករាជ្យភាព និងអព្យាក្រឹតភាពរបស់គណៈកម្មាធិការជាតិរៀបចំការបោះឆ្នោត អនុញ្ញាតឱ្យគ្រប់គណបក្សនយោបាយចុះបញ្ជី និងចូលរួមប្រកួតប្រជែងដោយស្មើភាព ព្រមទាំងអញ្ជើញអ្នកសង្កេតការណ៍ជាតិ និងអន្តរជាតិដែលមានឯករាជ្យ។
ត្រូវពិនិត្យឡើងវិញនូវច្បាប់ដែលដាក់ទណ្ឌកម្ម ឬដកសិទ្ធិឈរឈ្មោះរបស់អ្នកដែលមិនបានបោះឆ្នោត និងច្បាប់ទាំងឡាយដែលរារាំងការប្រកួតប្រជែងនយោបាយ។
ជាពិសេស ត្រូវពិនិត្យឡើងវិញនូវវិសោធនកម្មច្បាប់គ្រប់គ្រងរដ្ឋបាលឃុំ-សង្កាត់ ដែលបានអនុម័តមុនការបោះឆ្នោតឃុំ-សង្កាត់ថ្ងៃទី៦ ខែមិថុនា ឆ្នាំ២០២៧ ហើយដែលអាចប្រមូលផ្តុំតំណែងដឹកនាំមូលដ្ឋានទៅក្នុងដៃគណបក្សឈ្នះឆ្នោត និងធ្វើឱ្យប្រព័ន្ធត្រួតពិនិត្យ និងតុល្យភាពចុះខ្សោយ។
ការកែប្រែច្បាប់បោះឆ្នោតណាមួយ ត្រូវមានការពិគ្រោះយោបល់ទូលំទូលាយជាមួយគណបក្សនយោបាយ សង្គមស៊ីវិល អ្នកជំនាញ និងប្រជាពលរដ្ឋ។
ធានាសិទ្ធិបោះឆ្នោតរបស់ពលរដ្ឋខ្មែរនៅក្រៅប្រទេស និងគាំទ្រតួនាទីរបស់សភាពលរដ្ឋខ្មែរនៅក្រៅប្រទេស (KOCA)
ត្រូវរៀបចំច្បាប់ និងយន្តការជាក់លាក់ ដើម្បីឱ្យពលរដ្ឋខ្មែរដែលរស់នៅក្រៅប្រទេស អាចចុះឈ្មោះ និងបោះឆ្នោតក្នុងការបោះឆ្នោតថ្នាក់ជាតិរបស់កម្ពុជា ពីប្រទេសដែលខ្លួនកំពុងរស់នៅ ដោយសេរី ងាយស្រួល តម្លាភាព និងមានសុវត្ថិភាព។
ពលរដ្ឋខ្មែរគ្រប់រូប មិនថារស់នៅក្នុង ឬក្រៅប្រទេស ត្រូវមានសិទ្ធិស្មើគ្នាក្នុងការចូលរួមកំណត់អនាគតនយោបាយរបស់ប្រទេសជាតិ។
ទន្ទឹមនឹងនេះ យើងលើកទឹកចិត្តពលរដ្ឋខ្មែរនៅក្រៅប្រទេសឱ្យចុះឈ្មោះ និងចូលរួមការបោះឆ្នោតរៀបចំដោយសភាពលរដ្ឋខ្មែរនៅក្រៅប្រទេស (KOCA) ដើម្បីជ្រើសរើសតំណាងរបស់ខ្លួនតាមគោលការណ៍ប្រជាធិបតេយ្យ និងពង្រឹងសំឡេងរួមរបស់ខ្មែរនៅក្រៅប្រទេស។
៤. គោរពសេរីភាពសារព័ត៌មាន សេរីភាពបញ្ចេញមតិ និងលំហសង្គមស៊ីវិល
បញ្ឈប់ការចាប់ខ្លួន ការគំរាមកំហែង និងការប្រើច្បាប់ព្រហ្មទណ្ឌ ឬបទចោទប្រកាន់ពាក់ព័ន្ធនឹងសន្តិសុខជាតិ ដើម្បីបំបិទសំឡេងអ្នកសារព័ត៌មាន និងអ្នករិះគន់។
ដោះលែងអ្នកសារព័ត៌មានដែលត្រូវបានឃុំខ្លួនដោយសារការបំពេញវិជ្ជាជីវៈ និងអនុញ្ញាតឱ្យស្ថាប័នព័ត៌មានឯករាជ្យ អង្គការសង្គមស៊ីវិល សហជីព និងសហគមន៍មូលដ្ឋាន អាចបំពេញការងារដោយសេរី និងគ្មានការភ័យខ្លាច។
សេរីភាពសារព័ត៌មានគឺជាសិទ្ធិរបស់ប្រជាពលរដ្ឋក្នុងការទទួលបានព័ត៌មានពិត មិនមែនជាឯកសិទ្ធិរបស់អ្នកសារព័ត៌មានឡើយ។
៥. ពង្រឹងនីតិរដ្ឋ និងធានាសមភាពរបស់មនុស្សគ្រប់រូបចំពោះមុខច្បាប់
ធានាឯករាជ្យភាពរបស់តុលាការ និងបញ្ឈប់ការប្រើប្រព័ន្ធយុត្តិធម៌ជាឧបករណ៍នយោបាយ។ មន្ត្រីធំ មន្ត្រីតូច អ្នកមាន អ្នកក្រ អ្នកគាំទ្ររដ្ឋាភិបាល និងអ្នកមានមតិផ្ទុយ ត្រូវស្ថិតនៅក្រោមច្បាប់ដូចគ្នា។
ត្រូវមានការស៊ើបអង្កេតដោយឯករាជ្យ និងការទទួលខុសត្រូវចំពោះអំពើពុករលួយ ការរំលោភអំណាច និងឧក្រិដ្ឋកម្មដែលពាក់ព័ន្ធនឹងបុគ្គលមានឥទ្ធិពល។
៦. លើកកម្ពស់យុត្តិធម៌សង្គម និងការពារសិទ្ធិរស់នៅដោយសេចក្តីថ្លៃថ្នូរ
ដោះស្រាយវិវាទដីធ្លី ការបណ្តេញប្រជាពលរដ្ឋចេញពីទីលំនៅ ការកេងប្រវ័ញ្ចកម្មករ ភាពក្រីក្រ បំណុល ការបំផ្លាញធនធានធម្មជាតិ និងការខ្វះឱកាសរបស់យុវជនដោយយុត្តិធម៌។
ការអភិវឌ្ឍត្រូវបម្រើផលប្រយោជន៍របស់ប្រជាពលរដ្ឋទូទៅ មិនមែនផ្តល់ផលប្រយោជន៍ដល់ក្រុមគ្រួសារ អ្នកមានអំណាច ឬក្រុមហ៊ុនដែលមានទំនាក់ទំនងនយោបាយតែប៉ុណ្ណោះទេ។
៧. រៀបចំកិច្ចសន្ទនាជាតិទូលំទូលាយ ដែលមានការចូលរួមពីគ្រប់ភាគី និងមានតម្លាភាព
បង្កើតកិច្ចសន្ទនាជាតិដែលមានការចូលរួមពីរដ្ឋាភិបាល គណបក្សនយោបាយទាំងអស់ សង្គមស៊ីវិល សហជីព អ្នកសារព័ត៌មាន យុវជន ស្ត្រី សហគមន៍ជនជាតិដើមភាគតិច និងតំណាងខ្មែរនៅក្រៅប្រទេស។
រាល់ការពិភាក្សា ការចរចា និងកិច្ចព្រមព្រៀងសំខាន់ៗ ត្រូវមានតម្លាភាព និងផ្តល់ព័ត៌មានគ្រប់គ្រាន់ជូនសាធារណជន។ កិច្ចសន្ទនាមិនត្រូវក្លាយជាការចរចាសម្ងាត់ ដើម្បីផ្តល់តំណែង ទិញពេលវេលា បំបែកកម្លាំងប្រជាធិបតេយ្យ ឬការពារផលប្រយោជន៍របស់បុគ្គលមួយចំនួនឡើយ។
ដើម្បីកសាងទំនុកចិត្ត គួរមានអ្នកសម្របសម្រួលឯករាជ្យ និងអព្យាក្រឹត ដែលភាគីទាំងអស់អាចទទួលយកបាន។ កិច្ចសម្របសម្រួលនេះ អាចធ្វើឡើងក្រោមព្រះរាជតួនាទីដ៏ខ្ពង់ខ្ពស់របស់ព្រះមហាក្សត្រ ស្របតាមរដ្ឋធម្មនុញ្ញ ឬដោយឥស្សរជនខ្មែរដែលមានកិត្យានុភាព ឬតំណាងអន្តរជាតិ ក្រោមស្មារតីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស។
៨. ស្តារ និងអនុវត្តគោលការណ៍នៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស
ស្តារឡើងវិញនូវការគោរពអធិបតេយ្យភាព ឯករាជ្យ បូរណភាពទឹកដី អព្យាក្រឹតភាព ឯកភាពជាតិ សិទ្ធិមនុស្ស និងប្រជាធិបតេយ្យសេរីពហុបក្ស ដូចមានចែងក្នុងកិច្ចព្រមព្រៀងថ្ងៃទី២៣ ខែតុលា ឆ្នាំ១៩៩១។
អំពាវនាវឱ្យភាគីខ្មែរទាំងអស់ និងប្រទេសហត្ថលេខី បំពេញតួនាទី និងកាតព្វកិច្ចរបស់ខ្លួន ក្នុងការជួយធានាឱ្យប្រជាពលរដ្ឋខ្មែរអាចកំណត់អនាគតនយោបាយរបស់ខ្លួន តាមរយៈការបោះឆ្នោតដោយសេរី ត្រឹមត្រូវ និងយុត្តិធម៌ ក្នុងបរិយាកាសនយោបាយអព្យាក្រឹត។
៩. ការពារអធិបតេយ្យភាព និងដោះស្រាយជម្លោះព្រំដែនតាមច្បាប់ និងតុលាការអន្តរជាតិ
អនុវត្តបទឈប់បាញ់ឱ្យបានពេញលេញ បញ្ឈប់សកម្មភាពដែលអាចបង្កឱ្យមានការប៉ះទង្គិចជាថ្មី ការពារប្រជាពលរដ្ឋ និងទាហាន ព្រមទាំងធានាឱ្យអ្នកភៀសខ្លួនអាចវិលត្រឡប់ទៅលំនៅឋានរបស់ខ្លួនដោយសុវត្ថិភាព។
បញ្ឈប់ការប្រើជម្លោះព្រំដែន ដើម្បីញុះញង់ជាតិនិយម បំបិទការរិះគន់ ឬចោទប្រកាន់អ្នកមានមតិខុសគ្នាថាជាជនក្បត់ជាតិ។
បន្តយន្តការទ្វេភាគីដោយតម្លាភាព និងមានការចូលរួមពីអ្នកជំនាញឯករាជ្យ។ ចំពោះតំបន់ដែលយន្តការទ្វេភាគីមិនអាចដោះស្រាយបាន ត្រូវបញ្ជូនទៅតុលាការយុត្តិធម៌អន្តរជាតិ ឬយន្តការអន្តរជាតិដែលមានសមត្ថកិច្ច ដើម្បីទទួលបានដំណោះស្រាយដោយសន្តិវិធី ច្បាស់លាស់ និងស្របតាមច្បាប់អន្តរជាតិ។
១០. បោសសម្អាតឧក្រិដ្ឋកម្មឆបោកតាមអនឡាញ និងការជួញដូរមនុស្សឱ្យដល់ឫសគល់
យើងស្វាគមន៍ការបង្ក្រាបទីតាំងឆបោក និងការជួយសង្គ្រោះជនរងគ្រោះ។ ប៉ុន្តែការប្រកាសថា បានលុបបំបាត់ទីតាំងឆបោកទ្រង់ទ្រាយធំទាំងអស់ ត្រូវមានការផ្ទៀងផ្ទាត់ដោយស្ថាប័នឯករាជ្យ។
ត្រូវស៊ើបអង្កេត និងផ្តន្ទាទោសមេខ្លោង បណ្តាញហិរញ្ញវត្ថុ និងមន្ត្រី ឬបុគ្គលមានអំណាចដែលផ្តល់ការការពារដល់ឧក្រិដ្ឋកម្មទាំងនេះ មិនមែនចាប់ខ្លួនតែអ្នកប្រតិបត្តិតូចតាច ឬជនបរទេសនៅថ្នាក់ក្រោមនោះទេ។
ត្រូវការពារជនរងគ្រោះពីការជួញដូរមនុស្ស ផ្តល់លទ្ធភាពឱ្យសារព័ត៌មាន សង្គមស៊ីវិល និងដៃគូអន្តរជាតិចូលរួមត្រួតពិនិត្យ ព្រមទាំងផ្សព្វផ្សាយលទ្ធផលនៃការស៊ើបអង្កេត និងការផ្តន្ទាទោសឱ្យសាធារណជនបានដឹង។
សេចក្តីអំពាវនាវរួម
សេចក្តីប្រកាសតូរ៉ុងតូនេះ មិនមានគោលបំណងប្រឆាំងនឹងបុគ្គល គ្រួសារ ឬគណបក្សណាមួយឡើយ។ វាជាការអំពាវនាវឱ្យខ្មែរគ្រប់និន្នាការ ដាក់ផលប្រយោជន៍ជាតិលើសផលប្រយោជន៍បុគ្គល និងបក្សពួក ហើយស្វែងរកដំណោះស្រាយដែលមិនធ្វើឱ្យខ្មែរម្នាក់ឈ្នះលើខ្មែរម្នាក់ទៀត ប៉ុន្តែធ្វើឱ្យប្រទេសកម្ពុជាទាំងមូលឈ្នះ។
យើងនឹងវាស់វែងការផ្សះផ្សាជាតិ តាមរយៈសកម្មភាពជាក់ស្តែង៖ ការដោះលែងអ្នកទោសនយោបាយ ការស្តារសិទ្ធិនយោបាយ ការធានាសិទ្ធិវិលត្រឡប់ដោយសុវត្ថិភាព ការបើកលំហសារព័ត៌មាន និងសង្គមស៊ីវិល ការរៀបចំការបោះឆ្នោតដោយសេរី ត្រឹមត្រូវ និងយុត្តិធម៌ និងការគោរពសមភាពចំពោះមុខច្បាប់។
យើងជឿថា កម្ពុជាអាចមានសន្តិភាពដែលមានយុត្តិធម៌ ការផ្សះផ្សាដែលមិនទុកនរណាម្នាក់ចោល និងឯកភាពជាតិដែលកើតចេញពីសេរីភាព សេចក្តីថ្លៃថ្នូរ និងការគោរពគ្នាទៅវិញទៅមក។
យើងមិនចង់ឱ្យខ្មែរឈ្នះខ្មែរទេ។ យើងចង់ឱ្យប្រទេសកម្ពុជាឈ្នះ។

TORONTO DECLARATION
On a Peaceful National Solution, Democracy, Justice, and Genuine National Reconciliation in Cambodia
Toronto, Canada
August 29, 2026
We, Cambodian citizens and supporters of democracy who gathered in Toronto, Canada, express our deep concern over Cambodia’s political situation, human rights, freedom of the press, social justice, online scam crimes, and the Cambodia–Thailand border dispute, which remains fragile and continues to affect national sovereignty, security, and the livelihoods of the Cambodian people.
We welcome all positive steps that can contribute to reducing tensions and advancing national reconciliation. However, pardoning individuals, appointing certain individuals to government positions, or releasing selected individuals cannot yet be considered genuine national reconciliation while political rights remain restricted and political prisoners, prisoners of conscience, journalists, and activists continue to be detained or face legal pressure.
Genuine national reconciliation is not about giving positions to selected individuals or engaging in secret negotiations to divide benefits. It must be an open process involving all stakeholders and guaranteeing rights, freedoms, justice, and security for every Cambodian citizen.
Guided by the principles of peace, non-retaliation, non-discrimination, and putting the national interest above all else, we call for the following concrete measures:
1. Guarantee the Right to Return Safely to the Homeland
Guarantee that politicians, activists, human rights defenders, journalists, and Cambodian citizens living abroad can return to Cambodia safely, without arrest, threats, retaliation, confiscation of property, or deprivation of citizenship.
Politically motivated arrest warrants, charges, and judgments must be withdrawn or annulled so that every Cambodian can contribute peacefully to the building of the nation.
2. Release Political Prisoners, Drop Charges, and End Politically Motivated Persecution
Unconditionally release all political prisoners and prisoners of conscience. Drop and cease pursuing charges against politicians, social activists, environmental activists, trade union leaders, journalists, and citizens exercising their rights peacefully.
Fully restore their political rights, freedom of movement, and right to participate in public life.
3. Reform the Electoral System and Election Laws to Guarantee Free, Genuine, and Fair Elections
Guarantee the independence and neutrality of the National Election Committee, allow all political parties to register and compete on an equal basis, and invite independent national and international observers.
Review laws that impose penalties or disqualify individuals from standing for election because they did not vote, as well as any laws that restrict political competition.
In particular, review the amendments to the Law on Commune/Sangkat Administration adopted ahead of the June 6, 2027 commune/sangkat elections, which could concentrate local leadership positions in the hands of the winning political party and weaken systems of checks and balances.
Any amendment to election laws must be subject to broad consultation with political parties, civil society, experts, and citizens.
Guarantee the Voting Rights of Cambodians Abroad and Support the Role of the Khmer Overseas Citizens’ Assembly (KOCA)
Establish specific laws and mechanisms enabling Cambodian citizens living abroad to register and vote in Cambodia’s national elections from the countries in which they reside, freely, conveniently, transparently, and securely.
Every Cambodian citizen, whether living inside or outside the country, must have equal rights to participate in determining the political future of the nation.
At the same time, we encourage Cambodians abroad to register and participate in elections organized by the Khmer Overseas Citizens’ Assembly (KOCA) to democratically select their representatives and strengthen the collective voice of Cambodians living abroad.
4. Respect Freedom of the Press, Freedom of Expression, and Civic Space
End arrests, threats, and the use of criminal laws or national-security-related charges to silence journalists and critics.
Release journalists detained for carrying out their professional duties and allow independent media organizations, civil society organizations, trade unions, and local communities to operate freely and without fear.
Freedom of the press is the right of citizens to access truthful information; it is not a privilege belonging only to journalists.
5. Strengthen the Rule of Law and Guarantee Equality Before the Law
Guarantee judicial independence and end the use of the justice system as a political instrument. Senior officials and junior officials, the wealthy and the poor, government supporters and those holding opposing views must all be subject to the same law.
Independent investigations and accountability must be ensured for corruption, abuse of power, and crimes involving influential individuals.
6. Promote Social Justice and Protect the Right to Live with Dignity
Address land disputes, forced evictions, worker exploitation, poverty, debt, destruction of natural resources, and the lack of opportunities for young people through fair and just solutions.
Development must serve the interests of the population as a whole, rather than benefiting only families, powerful individuals, or politically connected companies.
7. Establish an Inclusive and Transparent National Dialogue
Establish a national dialogue involving the government, all political parties, civil society, trade unions, journalists, youth, women, Indigenous communities, and representatives of Cambodians abroad.
All major discussions, negotiations, and agreements must be transparent and provide the public with adequate information. Dialogue must not become a secret negotiation to distribute positions, buy time, divide democratic forces, or protect the interests of a select few.
To build trust, there should be an independent and neutral facilitator acceptable to all parties. Such facilitation could take place under the respected constitutional role of the King, or through respected Cambodian statespersons or international representatives, guided by the spirit of the Paris Peace Agreements.
8. Restore and Implement the Principles of the Paris Peace Agreements
Restore respect for sovereignty, independence, territorial integrity, neutrality, national unity, human rights, and liberal multi-party democracy, as enshrined in the agreements of October 23, 1991.
We call upon all Cambodian parties and the signatory states to fulfill their respective roles and obligations in helping ensure that the Cambodian people can determine their own political future through free, genuine, and fair elections conducted in a neutral political environment.
9. Protect Sovereignty and Resolve Border Disputes Through Law and International Adjudication
Fully implement the ceasefire, halt actions that could trigger renewed confrontation, protect civilians and soldiers, and ensure that displaced persons can safely return to their homes.
End the use of border disputes to incite nationalism, silence criticism, or accuse those holding differing views of being traitors.
Continue bilateral mechanisms transparently and with the participation of independent experts. Where bilateral mechanisms cannot resolve disputes, refer them to the International Court of Justice or another competent international mechanism in order to achieve a peaceful, clear, and lawful resolution consistent with international law.
10. Eliminate Online Scam Crimes and Human Trafficking at Their Roots
We welcome the crackdown on scam compounds and efforts to rescue victims. However, claims that all large-scale scam compounds have been eliminated must be independently verified.
Investigate and prosecute the masterminds, financial networks, and officials or powerful individuals who provide protection for these crimes—not merely low-level operators or foreign nationals at the bottom of the networks.
Victims of human trafficking must be protected. The media, civil society, and international partners must be given the opportunity to participate in monitoring efforts, and the results of investigations and prosecutions must be made public.
A Common Appeal
The Toronto Declaration is not intended to oppose any individual, family, or political party. It is a call for Cambodians of all political orientations to place the national interest above personal and partisan interests and to seek solutions that do not result in one Cambodian defeating another, but instead allow Cambodia as a whole to prevail.
We will measure national reconciliation through concrete actions: the release of political prisoners; restoration of political rights; guarantees of safe return; the opening of space for the media and civil society; the conduct of free, genuine, and fair elections; and equality before the law.
We believe Cambodia can achieve a peace grounded in justice, reconciliation that leaves no one behind, and national unity rooted in freedom, dignity, and mutual respect.
We do not want Cambodians to defeat Cambodians.
We want Cambodia to prevail.
