The Khmer Movement for Democracy (KMD) expresses its strongest condemnation and absolute rejection of the Court of Appeal’s decision issued on the morning of April 30, 2026, which upheld the unjust verdict of the lower court in the case of Mr. Kem Sokha. The continuation of his 27-year prison sentence and the sweeping restrictions on his freedoms are clear evidence that Cambodia’s justice system has deteriorated to zero and has become a complete tool of authoritarian political power.

Today’s ruling represents the killing of justice before the eyes of the Cambodian people and the international community. The accusation against Mr. Kem Sokha of “conspiracy with foreign powers” is a low-level political ploy designed to permanently eliminate a clean opposition leader from the political arena. This is not law enforcement; rather, it is political persecution aimed at consolidating dynastic power and silencing patriots who seek genuine democratic change.

Moreover, this decision may be seen as sending a troubling signal regarding the broader political environment in Cambodia. It raises concerns that conditions are being shaped in a manner that could constrain political pluralism and meaningful competition in the lead-up to the 2027 and 2028 elections. In this context, the exclusion or marginalization of opposition figures risks undermining the credibility, inclusiveness, and fairness of future electoral processes.

KMD believes that the continued confinement of Mr. Kem Sokha under house arrest and the ban on his travel abroad constitute serious violations of human rights and a grave insult to the will of millions of voters. This decision demonstrates that the Phnom Penh regime has no intention of national reconciliation or restoring democracy. On the contrary, it is pushing Cambodia toward deeper isolation and harsher international sanctions, which will ultimately harm the economy and the livelihoods of innocent citizens.

We call on the international community, especially the signatories of the Paris Peace Agreements, not to ignore these blatant violations. The time has come for firm measures and maximum pressure to be imposed on judicial officials and political leaders responsible for this unjust decision.

KMD remains committed to peaceful advocacy and to supporting efforts aimed at achieving justice for Mr. Kem Sokha and others affected by politically sensitive judicial actions. The movement will continue to encourage civic awareness and engagement among Cambodians both domestically and abroad, in pursuit of a more just, democratic, and inclusive society.

Justice must prevail! Kem Sokha must be free!

ចលនាខ្មែរដើម្បីប្រជាធិបតេយ្យ (KMD) ថ្កោលទោសយ៉ាងខ្លាំងក្លាបំផុត និងបដិសេធដាច់ខាតចំពោះសេចក្តីសម្រេចរបស់សាលាឧទ្ធរណ៍ ដែលបានចេញនៅព្រឹកថ្ងៃទី៣០ ខែមេសា ឆ្នាំ២០២៦ ដែលបានតម្កល់សាលក្រមដ៏អយុត្តិធម៌របស់តុលាការជាន់ទាប ក្នុងសំណុំរឿងលោក កឹម សុខា។ ការបន្តទណ្ឌកម្មជាប់ពន្ធនាគារ ២៧ឆ្នាំ និងការរឹតត្បិតយ៉ាងទូលំទូលាយលើសិទ្ធិសេរីភាពរបស់លោក គឺជាភស្តុតាងយ៉ាងច្បាស់ថា ប្រព័ន្ធយុត្តិធម៌របស់កម្ពុជាបានធ្លាក់ចុះដុនដាបដល់កម្រិតសូន្យ និងបានក្លាយជាឧបករណ៍ពេញលេញនៃអំណាចនយោបាយផ្តាច់ការ។

សាលដីកានៅថ្ងៃនេះ តំណាងឱ្យការសម្លាប់យុត្តិធម៌នៅចំពោះមុខប្រជាពលរដ្ឋខ្មែរ និងសហគមន៍អន្តរជាតិ។ ការចោទប្រកាន់លោក កឹម សុខា ពីបទ «សន្ទិដ្ឋិភាពជាមួយបរទេស» គឺជាល្បិចកលនយោបាយដ៏ថោកទាប ដែលត្រូវបានរៀបចំឡើងដើម្បីកម្ចាត់មេដឹកនាំបក្សប្រឆាំងដ៏ស្អាតស្អំចេញពីសង្វៀននយោបាយជារៀងរហូត។ នេះមិនមែនជាការអនុវត្តច្បាប់ឡើយ ប៉ុន្តែវាគឺជាការធ្វើទុក្ខបុកម្នេញផ្នែកនយោបាយ ក្នុងគោលបំណងពង្រឹងអំណាចតពូជ និងបំបិទមាត់អ្នកស្នេហាជាតិដែលស្វែងរកការផ្លាស់ប្តូរប្រជាធិបតេយ្យពិតប្រាកដ។

លើសពីនេះ សេចក្តីសម្រេចនេះ អាចត្រូវបានមើលឃើញថាជាការបញ្ជូនសញ្ញាដ៏គួរឱ្យព្រួយបារម្ភពាក់ព័ន្ធនឹងបរិយាកាសនយោបាយជារួមនៅកម្ពុជា។ វាបង្កឱ្យមានការព្រួយបារម្ភថា លក្ខខណ្ឌនានាកំពុងត្រូវបានរៀបចំឡើងក្នុងរូបភាពដែលអាចរឹតត្បិតនយោបាយសេរីពហុបក្ស និងការប្រកួតប្រជែងប្រកបដោយអត្ថន័យ ក្នុងការឈានទៅដល់ការបោះឆ្នោតឆ្នាំ ២០២៧ និង ២០២៨។ ក្នុងបរិបទនេះ ការផាត់ចេញ ឬការធ្វើឱ្យនៅឯកោនូវឥស្សរជនគណបក្សប្រឆាំង នឹងធ្វើឱ្យប៉ះពាល់ដល់ភាពជឿជាក់ បរិយាបន្ន និងភាពយុត្តិធម៌នៃដំណើរការបោះឆ្នោតនាពេលអនាគត។

KMD ជឿជាក់ថា ការបន្តឃុំខ្លួនលោក កឹម សុខា ក្នុងផ្ទះ និងការហាមឃាត់ការធ្វើដំណើរទៅបរទេស គឺជាការរំលោភសិទ្ធិមនុស្សយ៉ាងធ្ងន់ធ្ងរ និងជាការប្រមាថយ៉ាងធ្ងន់ធ្ងរដល់ឆន្ទៈរបស់ម្ចាស់ឆ្នោតរាប់លាននាក់។ សេចក្តីសម្រេចនេះ បង្ហាញថា របបក្រុងភ្នំពេញគ្មានចេតនាក្នុងការផ្សះផ្សាជាតិ ឬស្តារលទ្ធិប្រជាធិបតេយ្យឡើងវិញនោះទេ។ ផ្ទុយទៅវិញ របបនេះបានរុញច្រានកម្ពុជាឱ្យធ្លាក់ចូលទៅក្នុងភាពឯកោកាន់តែជ្រៅ និងទណ្ឌកម្មអន្តរជាតិកាន់តែធ្ងន់ធ្ងរ ដែលចុងក្រោយនឹងបង្កផលប៉ះពាល់ដល់សេដ្ឋកិច្ច និងជីវភាពរស់នៅរបស់ពលរដ្ឋស្លូតត្រង់។

យើងសូមអំពាវនាវដល់សហគមន៍អន្តរជាតិ ជាពិសេសបណ្តាប្រទេសហត្ថលេខីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស សូមកុំព្រងើយកន្តើយចំពោះការរំលោភបំពានដ៏គឃ្លើនទាំងនេះ។ ពេលវេលាបានមកដល់ហើយ សម្រាប់វិធានការម៉ឺងម៉ាត់ និងការដាក់សម្ពាធជាអតិបរមាទៅលើមន្ត្រីតុលាការ និងមេដឹកនាំនយោបាយដែលទទួលខុសត្រូវចំពោះសេចក្តីសម្រេចដ៏អយុត្តិធម៌នេះ។

KMD សូមប្តេជ្ញាចិត្តមិនរាថយក្នុងការតស៊ូមតិគ្រប់រូបភាព ដើម្បីទាមទារយុត្តិធម៌ជូនលោក កឹម សុខា និងសកម្មជននយោបាយទាំងអស់ដែលត្រូវបានចាប់ខ្លួនដោយខុសច្បាប់។ យើងនឹងបន្តបេសកកម្មដាស់តឿនស្មារតីពលរដ្ឋខ្មែរទាំងក្នុង និងក្រៅប្រទេស ឱ្យក្រោកឈរឡើងប្រឆាំងនឹងភាពអយុត្តិធម៌ និងការដឹកនាំបែបផ្តាច់ការ ដើម្បីនាំមកនូវពន្លឺប្រជាធិបតេយ្យពិតប្រាកដមកលើទឹកដីកម្ពុជាវិញ។

យុត្តិធម៌ត្រូវតែមាន! លោក កឹម សុខា ត្រូវតែមានសេរីភាព!
